Rural socio-economic issues (update 4): Kotabaru regency in South Kalimantan distributes oil palm and rubber seeds and other inputs to assist farmers who own land not yet cultivated

We'll use this posting to highlight useful information and news on social issues and concerns about rural livelihoods. What's interesting on REDD+ is that local people were presumably unconvinced and insisted on being given 1 hectare of cash crops per family in the Indonesia-Australia landmark Central Kalimantan project.  Also to highlight news items on key agro-industrial crops grown by Southeast Asia smallholders. Rubber has seen a significant fall in price as large supply has come in (notably from the expansion of growing areas in large parts of Thailand including in the North East and also in other countries). Palm oil farmers have also been worried about prices (although likely at a less critical marginal cost). Rural politics is driving significant concern and various efforts to support farmers. Rural voters are an increasingly important voting bloc in several countries.

Indonesia’s Palm Revolution Runs Off Track for Smallholders By Michael Taylor on 06:09 pm Nov 25, 2014, Jakarta; "A prolonged fall in the price of palm oil is hitting Indonesia’s legions of smallholder farmers, forcing cutbacks that will reduce output in coming years and raising the prospect of a bout of sell-outs to major producers....Smallholder farmers account for about 40 percent of output from Indonesia’s vast plantations that cover an area the size of South Korea. A drop in smallholder output could shave total production by around 5 percent from next year, say analysts....
Up to 1 million smallholders in the world’s top palm oil producer have enjoyed a near uninterrupted decade of boom years, fueling a rural consumer binge on new motorbikes and mobile phones.
But with prices near five-year lows some cash-strapped farmers are being forced to cut back on fertilizers, pesticides and replanting. They are calling on the government to give a sector vilified by green groups for forest destruction the type of price floor support enjoyed by rice and sugar.... “Farmers can’t increase productivity because they don’t have money,” said Mansuetus Darto, secretariat at the Indonesian Oil Palm Smallholders Union, which has 40,000 members in Sumatra and Kalimantan. “Bottom-line is — they have become poor.” But independent farmers say changes to the industry have made them more vulnerable to price falls than major players like Sinar Mas Agro Resources and Technology, Astra Agro Lestari and Wilmar International. Palm giants have integrated their businesses to include plantations and refineries, leaving smaller producers battling to sell their crops when the market is oversupplied.... “Many Indonesian planters are struggling to make ends meet as prices have already been disappointing in the past few years,” said a planter who declined to be named, pointing also to higher borrowing and logistics costs for smallholders.... In some areas on the island of Sumatra, farmers are being forced to cut the use of fertilizers and pesticides, said Carlo Nainggolan of Sawit Watch, a group which aims to protect people from exploitation by large palm firms. However, any reduction in fertilizer usage will hinder palm yields from mid 2015, pushing smallholders backwards as big firms boost yields and acreage. “If prices fall further, I would guess that we might be looking at a loss of 1.5 million tons of CPO (crude palm oil) in late 2015 and into 2016 compared with where it would have been,” said LMC International analyst James Fry....
The last time prices were near current levels was in 2008, when an eight-month plunge led to a spike in farmer suicides. Many debt-ridden smallholders were unable to pay workers and either left palm fruit rotting on the trees or sold their land... Smallholders would again look at selling their plantations, said RHB’s Tai, but the pool of likely buyers would be smaller due to uncertainties around foreign ownership and possible limits on expansion.... Smallholders want the government to support the industry with import curbs and price floors, but the month-old government of President Joko Widodo is struggling with other priorities such as cutting fuel subsidies and reducing red-tape.

Surat Thani rubber growers to rally Published:  8 Dec 2014; Rubber planters from four districts of Surat Thani province plan a major rally in front of the city hall on Tuesday to press the government to raise rubber prices to at least 80 baht per kilogramme for rubber sheet... The announcement was made by on Sunday Pairote Rerkdee, a rubber farmer and lawyer of Ban Song in Surat Thani's Wiang Sa district who is coordinator of the  "United Front of Rubber Planters of Ban Song and Allies in Surat Thani".... Mr Pairote said at least 200 planters from Phra Saeng, Wiang Sa, Khiansa and part of Phun Phin districts would gather in front of the provincial hall tomorrow from 9am.... The united front on Sunday also issued a second open letter to Prime Minister Gen Prayut Chan-o-cha, leader of the National Council for Peace and Order (NCPO), calling for government intervention by providing subsidies to raise the price paid for rubber.... The planters demanded at least 30 baht per kilogramme for rubber scraps, 70 baht for latex and 80 baht for rubber sheets. Mr Pairote said growers and rubber tappers were really in trouble and sincerely needed help without any political agenda. 4 December 2014: Central Kalimantan REDD+ project had to offer "dowry" to develop 1 hectare of cash crops per family

REDD+ on the ground: For one initiative in Indonesia, politics in the peatlands; 3 Dec 2014 BY Kate Evans; BOGOR, Indonesia—It’s a cautionary tale.... The experience of a highly politicized carbon emissions reduction initiative in Indonesia’s Central Kalimantan province is a lesson in the importance of such projects communicating with the outside world, according to a new study by the Center for International Forestry Research (CIFOR).... Thousands of kilometers of canals were carved into the peatlands to drain them for what was to be the “million-hectare rice project.”...This is where KFCP was established in 2010, on 120,000 hectares between the Kapuas and Mentangai rivers....The Kalimantan Forests and Climate Partnership (KFCP)—a joint initiative of the Australian and Indonesian governments—aimed to demonstrate an effective, equitable approach to reducing emissions from deforestation and forest degradation (REDD+) in Indonesia’s largest expanse of degraded peatlands.... “In each village, it was a huge long process of negotiation,” Atmadja said. “It wasn’t just KFCP telling people what to do and then they did it—it never happens like that—communities would just reject them if they did that.”..... “Those things don’t get expressed in carbon reduced. But they are necessary for building the capacity of this community so that when REDD+ comes, people are used to this kind of negotiation.” One thing local people fought for was support for rubber cultivation and agroforestry for each household—something KFCP did not plan to provide... “KFCP wanted to improve livelihoods, but giving each household money and seedlings to plant one hectare of their own land with rubber, fruit trees or vegetables was really out of the original scope,” Atmadja said. “But local people wanted it,” she said. “And in some villages they were saying, ‘Look, this is what you call a dowry. If you don’t pay it, we don’t get married.’ ”In the end, KFCP adjusted their plans to accommodate them, Atmadja said..... This has cost implications. KFCP had a huge budget compared with many REDD+ initiatives, so was in a position to pay—but the price of local buy-in has implications for the long-term sustainability of such initiatives. Flood in Sarawak worsens this morning, remains unchanged in Kelantan and Perak   2015-01-19 11:37; KUALA LUMPUR, Jan 19 (Bernama) -- Flood in Sarawak worsens this morning with the total number of flood victims evacuated to relief centres rising to 3,201 from 736 families compared to 153 families last night.... Meanwhile in Kelantan and Perak the number remained the same as recorded last night at 354 and 80 respectively... In SARAWAK continuous rain since the last few days worsened the flood situation in several areas in the state, especially in Kuching, Samarahan, Mukah and Limbang divisions... RM1bn loss from the floods and counting    2015-01-04 12:42; PETALING JAYA, Jan 3 (Sin Chew Daily) -- Damages caused by the massive floods in east coast and northern states on Peninsular Malaysia are estimated to be in the vicinity of RM1 billion... According to government officials, damages caused by the floods run up to RM878 million, and this includes RM350 million required to restore schools in five states, RM200 million to repair damaged homes, RM100 million for roads in Kelantan, RM132 million for Terengganu roads and RM96 million for repair of 93 hill slopes along the major roads.... Monsoon Surge in Malaysia Bringing Fresh Flood Risk for Palm By Ranjeetha Pakiam  Jan 5, 2015 6:34 PM GMT+0800  A monsoon surge that brought the worst floods in decades to Malaysia, hurting palm oil output in the second-largest grower, is forecast to move south this week, risking further inundations in Johor and Sarawak. Prices fell. Heavy rains will probably start on Jan. 7 or Jan. 8 in the two states and could last two or three days, potentially causing floods, according to Ambun Dindang, an officer at the Malaysian Meteorological Department. Johor, at the southern end of Peninsula Malaysia, together with Sarawak in Borneo Island account for about one third of the country’s total production. Palm oil rallied last week to the highest in almost two months after the severe flooding in the north hurt harvesting, and Ambun’s forecast raises the possibility of a second wave of disruptions further south. The wetter-than-usual weather that stretched from southern Thailand, through Malaysia and into Indonesia also triggered rubber-supply concerns, sending futures into a bull market. Maybank Research says floods have small impact on palm oil sector Wednesday, 31 December 2014 By: ISABELLE LAI; PETALING JAYA: Around 6.34% or 23,730ha of Felda Global Ventures Holdings Bhd’s (FGV) total estates were affected by the recent floods, with opportunity loss for its fresh fruit bunches production estimated at 11,000 tonnes, said Maybank IB Research.
Its research head Wong Chew Hann, who maintained its earnings forecasts and “hold” call on FGV, said that this estimated FFB production opportunity loss represented 0.2% of the forecast annual production.... “The estimated flood damages (including repair costs) and opportunity losses due to the floods are RM21mil as at Dec 29, or 4% of our financial year 2015 net profit forecast of RM527mil,” she said in a note yesterday... The West Jakarta Court opened on Tuesday the first hearing of a trial on an internal dispute between two factions of the Golkar Party. Embattled Golkar chairman Aburizal Bakrie filed a lawsuit against a splinter group led by Agung Laksono, which had claimed a party national congress held in Bali was illegal. Interview on 29 December 2014: In chat with close Jakarta political observer just before the New Year, we hear that much rests on the splinter of Golkar, which has rendered Golkar non-functional at the national policy level amidst its legal uncertainties under the split in the party. This bolsters the ruling coalition. The Jokowi administration ministers are making studies of the key issues under their portfolios in the first six months, so there is not expected to be substantial shifts until then. Bakrie's comeback - Political allies of Joko Widodo suffer a setback; Dec 5th 2014  | JAKARTA | Asia; "On December 3rd, at a conference on the island of Bali, members of Golkar, which is the second-largest party in parliament, re-elected Mr Bakrie as chairman for five more years. The tycoon-politician was the sole candidate after his main rival, Agung Laksono, who was expected to pose a serious challenge to Mr Bakrie's leadership, was purged from the party, along with his allies. Under Mr Bakrie's leadership, the party failed to put forward its own candidates for president or even vice-president in July's election. But in the run-up to the conference Mr Bakrie shored up support for his candidacy behind the scenes.... Supporters of Jokowi, who took office in October after a narrow victory in the presidential poll, had hoped a Golkar party led by someone other than Mr Bakrie might switch sides, giving the ruling party a majority in parliament. A leaked list of the presumed cabinet of President Joko Widodo shows a high proportion of party and crony appointees; "Jakarta. The Jakarta Globe has obtained from a reliable source a list of the ministers expected to be named in an announcement later this afternoon and sworn into office on Monday. This list has been confirmed through two independent sources. Several of the names expected to be announced differ from an confirmed list obtained by Investor Daily last week. Among the notable changes are the removal of Kuntoro Mangkusubroto from the cabinet lineup, as well as the placement of Anies Baswedan as minister of primary and secondary education and culture.
One immediately striking feature of the list is the high number of politicians from President Joko Widodo’s coalition and associates of former president Megawati Soekarnoputri, Joko’s party patron. These include Megawati’s daughter, Puan Maharani, as coordinating minister for human development and culture, and Susi Pudjiastuti, who runs an aviation business, handling maritime affairs — the centerpiece of Joko’s policy platform. Widodo's Indonesian Democratic Party-Struggle (PDI-P) won just under 20 percent of the total vote in April's parliamentary election, the biggest share of any political party. But lawmakers in the outgoing parliament in July rushed through a change to a previous law that allowed the biggest party in parliament to automatically appoint a speaker, arguing that the appointment should be based on a vote. "It's not just that this robs us of the right as a party to select the speaker of the (parliament) but also affects the sustainability of the incoming government of Widodo," PDI-P lawmaker Trimedya Panjaitan told media...."

(Jokowi) did not offer voters promises of glory or elegant speeches (he is in fact a notoriously awkward public speaker); instead, he ran on a record of good governance and constituent service, earned during his tenure first as mayor of Solo, his hometown, then as governor of Jakarta. When Indonesians elected him president, the old order took it on the chin. Early this morning, that order fought back.... After ten hours of debate, Indonesia's parliament voted 226-135 to end direct elections of local politicians. Indonesia's 34 provincial governors, as well as more than 500 mayors and regency heads, or bupati, will now be chosen by regional legislatures, rather than being elected by the people they are supposed to serve. The measure was largely supported by parties that backed Prabowo Subianto, who lost the presidential election to Jokowi; and largely opposed by Jokowi-supporting parties. As the Wall Street Journal explains, the vote's result was uncertain, until legislators from parliament's largest party—the Democratic Party, of which Indonesia's current president, Susilo Bambang Yudhoyono, is also a member—walked out of deliberations and abstained from the vote.... Supporters of the bill argued that direct local elections were expensive: the vice-chair of Mr Prabowo's Gerindra party said that eliminating them would save 60 trillion rupiah ($5 billion) over five years. As this outstanding primer from the Asia Foundation notes, that is less than one-fourth the annual cost of Indonesia's fuel subsidies. Besides, Indonesia's constitutional court ruled that from 2019, local and national elections would be held simultaneously, which would reduce electoral costs. Yudhoyono disappoints Indonesian  people with Dems’ walkout by The Jakarta Post, Jakarta | National | Fri, September 26 2014, 12:10 PM; "...Indonesian Democratic Party of Struggle (PDI-P) secretary general Tjahjo Kumolo said on Friday that President and Democratic Party chairman Susilo Bambang Yudhoyono (SBY) had broken the hearts of the Indonesian people with the decision of his lawmakers to walk out of the plenary meeting on the regional elections (Pilkada) bill at the House of Representatives (DPR).... During the meeting, lawmakers from the Democratic Party, which supported direct elections, decided to walk out because the 10 amendment points proposed by their party had been rejected. Therefore, when the voting was conducted, votes from the camp supporting direct elections, which consisted of the Indonesian Democratic Party of Struggle (PDI-P), the National Awakening Party (PKB) and the Hanura Party, only totaled 135, which were far fewer than the 226 votes cast by the camp supporting indirect elections, which consisted of the Golkar Party, the Prosperous Justice Party (PKS), the National Mandate Party (PAN), the United Development Party (PPP) and the Gerindra Party..."

Social media played a major role in his presidential-election victory and now president-elect Joko “Jokowi” Widodo has embraced the same tool to recruit his ministers. At the same time he is easing pressure from those seeking places in the Cabinet and attempting to win over his opponents... Amid rumors and media speculation about his Cabinet choices after he is sworn in as president on Oct. 20, Jokowi and his team have produced an online poll called “People’s Choice for an Alternative Cabinet” published on jokowicenter.com.... The poll also provides an option should respondents wish to propose another name. I checked with a source who's a Jokowi supporter, who had this to say: "I am holding the jubilation at least until two things happen: i) Golkar crosses over from Prabowo side, giving Jokowi 2/3 majority in parliament thus he cannot be impeached. Currently, the parties backing Prabowo have threatened impeachment on the first few days in parliament* and b) Prabowo finally concedes."
*refer to 11 July posting (below), Indonesia’s Parliament in a extraordinary session, amended the constitution. Referred to in the Indonesia media as the "Law on MD3", the next leader of Parliament will be chosen by MPs, rather than awarded to the party winning the most seats i.e. Jokowi's PDI-P....

11 July 2014, 3pm update: Worries of "stealing" the election?
Prabowo supporters also worry about Jokowi stealing their election. We are hearing political sources alleging that some big wins for Prabowo in Java at 65% has been under-reported by pro-Jokowi pollsters at 52% instead, while various domestic & most foreign media remain biased against Prabowo.

The outcomes are quite contested. What's real in the midst of this uncertainty was a big political action on the eve of Presidential polling day - 8 July. Indonesia’s Parliament in a extraordinary session, amended the constitution. Referred to in the Indonesia media as the "Law on MD3", the next leader of Parliament will be chosen by MPs, rather than awarded to the party winning the most seats i.e. Jokowi's PDI-P. PDI-P currently leads a smaller coalition than the Prabowo's Gerindra-led coalition (see coalition map below). PDI-P says it will seek a judicial review of MD3 in the Constitutional Court. Consequently, Indonesia is now set for a period of significant political confusion, uncertainty, and even instability, in the weeks leading to the formal announcement of the results by the KPU on 22 July.... How can this confusion have arisen? We wish to be very clear that this is not a matter of a range of equally credible quick counts showing a wide range of potentially legitimate results. Rather, the confusion is part of Prabowo Subianto’s strategy to steal the election, a strategy that evidently has been long in the making. It seems that big corporate donors sure made a big push Prabowo to win but Jokowi-JK prevailed and their lead grew.
 
For plantations, Prabowo sounded more bullish on upstream and biodiesel topics. Jokowi has warned on special interests and those companies falling short on various issues of governance.

But PDI-P is still rather nationalistic and we should expect differences; as seen elsewhere in the world.

JOKOWI-KALLA: INCREASED PRODUCTIVITY, CONVERSION FROM OIL TO GAS
• Increase food productivity. Jokowi believes Indonesia should increase food productivity through the timely provision of seeds, fertilisers and irrigation improvements. Jokowi will build an additional 1m ha of rice paddy fields to support the growing need for food. He will also fight the “special interest” groups that control food, energy and the environment. Conversion from oil to gas: Jokowi believes the mind set for energy consumption should be changed by converting oil into gas in transportation and improving the public transportation system. Repairing environmental damage: Jokowi believes Indonesia should start repairing the environment by repairing 2m ha of forest, repairing the river flow and repairing the cities. Jokowi also proposed a single zoning map for the nation.

PRABOWO-HATTA – SELF SUFFICIENCY, INCREASE OIL PRODUCTION
• Self sufficiency in food. Policies will be enacted to achieve self sufficiency in food and food must be affordable to the entire community. Develop the food quality and nutrition community, as well as mitigation, so that there is no damage to the food. Probowo will add 2m ha of rice paddy fields. Increase oil production. Raise oil & gas production, reduce imports and develop diversified energy sources through increase in exploration, enhanced oil recovery and research. Sustainable development in environment. Address the environmental global climate change. Conserve the
ecosystem maintained order. Improve the quality of water, air and soil.

• Increase cattle population. Both parties agree that to control soaring cattle prices, especially during Lebaran; more cattle will need to be given to the villages. Both parties agree to eventually eliminate cattle imports and provide additional supply during the Lebaran season

Energy and biofuels policies?
Palm oil watchers will be interested in the biodiesel policy outlook under the candidates. Keoni Indrabayu Marzuki wrote on 25 June 2014 on the topic “Indonesia’s Post-Election Energy Policy: Growing Economic Nationalism?” noting the following: “The energy visions offered by Prabowo-Hatta and Joko Widodo-Kalla have similar tones. Both candidates will pursue energy policies that are oriented towards energy sovereignty and self sufficiency. Rhetoric from both candidates strongly indicates that the overall economic policy, as well as energy policy, will lean towards economic nationalism. Moreover, both candidates explicitly state that they will revise the Oil and Gas regulation to be in accordance to Article 33 of the Indonesian Constitution to exert greater control over Indonesia’s energy sources….notable differences. For example, Joko Widodo – Kalla propose to formulate a strategic reserve to ensure long-term energy security, enhance domestic oil production and introduce new investment schemes to encourage investor participation. Prabowo-Hatta alternatively, propose special plantations dedicated to biofuel material production. Yet, biofuel and development of renewable energy have already been pursued by the current administration… It is unlikely that the SBY administration’s energy diversification and nuclear energy programmes are going to be discontinued by either pair of candidates as they are already underway…. Regardless of who wins the election, there is not likely to be any significant shift in energy policies from the current administration. Despite their nationalistic rhetoric, it remains unlikely that they can translate such a posture into policy. Rather, both candidates are likely to be more pragmatic given their business backgrounds which will tend to make them less ideological…. ·        One of the key plantation business issues is the relative ease of labour access in Indonesia versus escalating problems facing Malaysia (there are rising reports of a slump in Indonesia migrant workers seeking work in Malaysia[3]). It seems that Malaysia palm oil will be missing more and more the reliable Indonesia-sourced workers for their estates, as opportunities in Indonesia prove more attractive than the risky move to join the migrant labour pool; widely said to be fraught with frequent harassment in Malaysia.
·        Competition via export duty tariffs and downstream capacity-build up in Indonesia.
·        Industry support via biodiesel mandates.
·        Mooted foreign ownership limits.
·        Cooperation over sustainability approaches.

 17 June 2014 - One survey shows  Prabowo-Hatta surpassing Jokowi-Kalla who have been on a narrowing trend. Indonesia surveys were off base when some earlier expected a solid Jokowi-PDIP win in the legislative elections. Sample size was not terribly big for this one and some say that Indonesia voters can change their minds with a large 40% proportion as undecided in other surveys.

I'm also hearing on Indonesia sources that many civil servants are not be terribly keen on Jokowi given his public "shaming" of Jakarta bureaucrats. Thus, they tend to be Prabowo supporters.

 Interview #1: Presidential politics and Indonesian palm oil. We've been chatting with Malaysia and Singapore palm oil industry specialists and noticed significant interest in the upcoming Indonesia Presidential vote. Early in the week, we had the opportunity to talk to a Khor Reports reader who was interested to talk about it, and so we present to you this interview. Political changes can bring major shifts in resource development policies as well as a different approach to NGOs such as seen in Australia. On the buy side, in major consuming countries, we should note the rise of right wing nationalistic parties who gained more power especially in the European Parliament.

Khor Reports comment:

We've been keeping an eye on this and expected increasing economic nationalism once Jokowi failed to get a large majority in the earlier polls. A plantation expansion moratorium for large companies is in regulations with a 100,000 hectare cap to be implemented but still subject to negotiation on the finer details. One way to lift this ceiling is to be publicly listed in Indonesia - but there is uncertainty as to the public float expected. This situation has not been tested, but we suspect that a significant public float[1] may find favour with Indonesia's economic and financial sector development policies.

The Jokowi-Kalla team is ahead in the polls, albeit with a narrowing lead according to pollsters.  From our previous checks with our senior Jakarta contacts (in November 2013), we heard that Jokowi is a popular politician but that the strategic, tactical and administrative talent was not with him, but actually with his deputy. Knowledgeable Jakarta observers were thus questioning how he would function without his former able deputy. Thus, this may suggest that his new deputy - Jusuf Kalla - has an important role to play, assuming Jokowi's more political front-man role. Kalla hales from Southern Sulawesi in eastern Indonesia and his father, Hadji Kalla was part of the Garuda Movement in Sukarno’s time. Sukarno aimed to empower the indigenous business leaders, so a few were identified and Hadji Kalla and Ahmad Bakrie were among them. Hadji Kalla was from Sulawesi of Bugis ethnicity. Their business started there and is mostly still there today (interview of Jakarta banker in 2012). Kalla is from Golkar, which has proposed resource nationalism.

Bloomberg, June 5, 2014 reports, "Widodo to keep Indonesia ore ban, limit expansion of plantations" the following: Indonesian presidential frontrunner Joko Widodo will keep an export ban on mineral ores that has rattled global metals markets, his running mate for the July election, Jusuf Kalla, said in Jakarta yesterday.... Widodo aims to boost exports of processed minerals and give incentives for local miners, and will also seek to limit the expansion of plantations to help achieve food self-sufficiency, according to a yet-to-be released 129-page policy document for his campaign obtained by Bloomberg News. “We must not export our earth for cheap and not get any results out of this,” Kalla told Bloomberg News, after meeting businessmen to present their policies for the July 9 election. “We must export goods with high value.” The policy plans signal the country’s next government is likely to build on President Susilo Bambang Yudhoyono’s efforts to turn Indonesia from a commodity-based economy into an exporter of manufactured goods. UOB Kayhian reports on 02 June 2014, "STRATEGY – INDONESIA, Politics: Watch Out For Undecided Voters" the following: According to the May 14 nationwide poll by Indikator Politik Indonesia, Jokowi is still leading the presidential election poll but his popularity is declining while  Prabowo’s is rising. The poll indicates there are undecided voters who can be the  swing factor in the 2014 Presidential Election. 85% of Indonesian voters do not  associate themselves with a certain party. Honesty, care for the people and  leadership skills are the top three traits desired by Indonesians. This poll was  conducted with 1,220 samples with a 2.9% margin of error at 95% confidence level.... If the presidential election were to be held today, 51% of the voters would choose Jokowi and Jusuf Kalla as the president and  vice president respectively, down from 58% in March....32.4% of the voters would choose Prabowo Subianto and Hatta Rajasa as the president and vice president respectively, up from 23.3% in March. Undecided voters could make this a tight race.... 16.6% of the voters have not decided.... Focus on 2015 fundamentals. We believe that it will be wiser for investors to focus on  the fundamentals of Indonesia in 2015 because Indonesian businesses will find a way to  adjust their business plans according to the new regulations regardless of the eventual winner. Aside from certain sectors such as construction that could benefit, it could be  business as usual for the other sectors... PDI-P has always been pro-labour while Gerindra is known for its people economic policy. All of these could potentially translate to higher benefits for working class and purchasing power for mass population....

Govt to mend peatland ruling amid protests Tama Salim, The Jakarta Post, Jakarta | Business | Wed, December 31 2014, 1:36 PM; The government will revise the government’s newly issued regulation on the protection and management of peatland amid growing protests from the business community, which said that the new ruling hurt plantation activities. Environment and Forestry Minister Siti Nurbaya Bakar has confirmed that the state will revise Government Regulation No. 71/2014 on the protection and management of peatland, which would be implemented in May 2015 to replace the outdated Law No. 31/2009 on environmental protection and conservation. Siti said that the government would consider the demands of the business community, which heavily criticized the rule for being unaccommodating to most commercial interests. The regulation stipulates that the minimum water level in peatland must be maintained at 40 centimeters. Water levels in the country’s 1.7 million peatlands are mostly below the required level to grow oil palm and eucalyptus trees.

11 December 2014: Commentary on Jokowi's call for ecosystem approach and concern about monoculture

RSIS Commentary No. 243/2014 dated 9 December 2014 - Haze Pollution and Peatlands: Can ASEAN Finally Breathe Easy? By Raman Letchumanan; Synopsis: President Jokowi’s visit to Riau Province recently and his comments on fires and smoke haze have raised hopes across the region. But the mere act of blocking canals on peatlands is, but one, of many interrelated and multifaceted issues he has to tackle.... "THE PEOPLE of ASEAN have been enduring choking haze - primarily smoke from wild fires - for the past two decades. Despite numerous efforts, promises, and actions, the haze pollution has only gotten worse. However, the publicity surrounding newly-elected Indonesian President Joko Widodo’s recent visit to Riau Province, where most of the transboundary haze originates, hopefully points to a change for the better.... The President said: “For the past 17 years, forest fires are due to the practice of negligence and complacency. This is simply just an issue of whether we want to or not, whether we intend to or not … to solve the problem.” But if it was that simple, why were his predecessors not able to pull it off?..........Peatlands are the least understood, unrecognised, and the first to be exploited among all of the natural ecosystems. But it is the most damaging as far as fires and haze are concerned. Peatlands contribute about 90% of the haze, therefore reducing peatland fires will substantially reduce or even eliminate transboundary haze pollution. The ASEAN region has about 25 million hectares of tropical peatlands, about 60% of the world total...........President Jokowi’s visit to Riau included a personal demonstration of canal blocking to a crowd of local people. Canal blocking is done to rewet the peatlands to make them less prone to fires. But what comes to mind is who built the canals in the first place. The abandoned maze of well-planned deep canals suggest that they must have been the work of deep-pocket investors carried out with heavy machinery. But no one was made responsible to block the canals after they had left............It is refreshing to hear President Jokowi frequently mention the ecosystem approach and his concern for widespread monoculture – dependence on a single species of commercial value - during the visit. Being trained in forestry, he knows what he is talking about, and that his symbolic act of canal blocking is not going to solve the problem....While the people of ASEAN may have to hold their breath a while longer, things are moving in the right direction in Indonesia as far as addressing forest fires and smoke haze is concerned....

There was a fascinating presentation by Faisal Parish (a key consultant at Asean on peat and also active at the RSPO) at OFIC 2014 conference organised by MOSTA. He reminds us of key statistics and issues: a) just over 20 percent of all oil palm is estimated to be planted on peat; b) peat is a wetland zone; c) 50-70 cm water level can better be maintained with numerous weirs; d) he attributes many peat fires to oil palm (contrary to much recent research analysis of remote sensing imagery by even the technical NGOs?) as drainage and/or subsidence will impact 1-2km from the edge of an estate, thus nearby fires are associated with adjacent estates and e) the latest RSPO rules only allow replanting on peat if a 40-year geomorphology forecast shows that water table maintenance is not compromised (there is concern of significant peat compression resulting in loss of drainage control). 

It will be useful to get other perspectives on this key enviro policy issue. Clearly, the new RSPO rule will eventually be impactful on peat regions. The views about peat dome collapses and images of man-height subsidence sent a stark warning to the audience. There are clearly some strong worries about the viability of replanting out there. Together with Compensation Liability this sets stiff new policies for oil palm.

...with regards to peat in the Malaysia National Interpretation of RSO P&C 2014, note that companies need to do drainability assessment prior to replanting on peat.
 
4.3.4 Subsidence of peat soils shall be minimised and monitored. A documented water and ground cover management programme shall be in place.
Major Compliance
4.3.5 Drainability assessments where necessary will be conducted prior to replanting on peat to determine the long-term viability of the necessary drainage for oil palm growing.
Minor Compliance
For 4.3.4: For existing plantings on peat, the water table should be maintained at an annual average of 50cm (between 40 - 60cm) below ground surface measured with groundwater piezometer readings, or an annual average of 60cm (between 50 -70cm) below ground surface as measured in water collection drains, through a network of appropriate water control structures e.g. weirs, sandbags, etc. in fields, and water gates at the discharge points of main drains (Criteria 4.4 and 7.4).
For 4.3.5: Where drainability assessments have identified areas unsuitable for oil palm replanting, plans should be in place for appropriate rehabilitation or alternative use of such areas. If the assessment indicates high risk of serious flooding and/or salt water intrusion within two crop cycles, growers and planters should consider ceasing replanting and implementing rehabilitation.

It is notable that she has found that the compaction of peat land will significantly improve production and environmental impacts. As for the water level, 60cm is suggested. 40cm would wet the roots of the oil palm and be unsuitable.

Khor Reports: Just a few weeks ago, we were discussing with a Singapore think tank, why there should be more attention on peatland rehabilitation (and not just on fire blame making). Interestingly, new regultations for 40cm minimum water level was just put in place. Industry was apparently not consulted. They point out that this level is incompatible with planting oil palm and eucalyptus - 40 cm would submerge their roots.IPB / Bogor Institute of Agri expert says that developed peatland areas should be managed by ecohydro technology. Will keep an eye on this topic.

Peatland rule sparks protests by Ridwan Max Sijabat, The Jakarta Post, Jakarta | Business | Mon, October 06 2014, 10:35 AM; "Palm oil and forestry-based industries strongly protested the newly issued government regulation on peatland protection and management, saying that it would hurt investment in oil palm plantations totaling Rp 136 trillion (US$11.17 billion) and 340,000 workers in the plantation sector.... Indonesian Palm Oil Producer Association (Gapki) and Pulp and Paper Producers Association said during a roundtable discussion organized by Indonesian Journalists Association (PJI) in Jakarta on Friday that the government regulation should be annulled or revised.
The association claimed that the regulation was formulated and signed by President Susilo Bambang Yudhoyono recently without any discussion with relevant stakeholders. The regulation stipulates that the minimum water level in peatland must be maintained at 40 centimeters. Peatland where the water level is below 40 cm will be categorized as damaged and will have to undergo rehabilitation.... Water levels in the country’s 1.7 million peatlands are mostly below the required level to grow oil palm and eucalyptus trees. Therefore, most peatland areas accommodating oil palm plantations will have to be rehabilitated. According to the association, if water levels surpass 40 cm, oil palm and eucalyptus trees will be unable to grow due as their roots will be submerged in water.... The regulation would affect not only oil palm plantations but also the hundreds of thousands of workers, he said, adding that the new regulation would certainly affect planned investment in new oil palm plantations, mostly located in peatland areas in Sumatra, Kalimantan and Papua.... Pulp and Paper Producers Association deputy chairman Rusli concurred and said the new regulation would hit five pulp sawmills and cause the layoff of hundreds of thousands of workers and farmers in the industrial forestry subsector. “We fear that the new government regulation has been issued at the order of Indonesian pulp and paper producers’ competitors overseas and it is part of their global campaign to fight against Indonesian pulp and paper producers and the country’s booming palm oil production....
